Framing within Neutral Zone Safety Procedure

Based on the most current edition of NFPA 70E “Standard for Electrical Safety in the workplace; All employees and subcontractors must take the required Arc Flash & Safety Hazard Awareness Training.

  • All employees and subcontractors are required to follow the proper safety practices while working in the field.
  • Training documentation will be maintained on all personnel completing the training for review as necessary.

Below are PPE and procedures that will assist our employee(s) while working in a Neutral Zone.

Personal Protective Equipment (PPE)

  • High Visibility Retro Reflective Vest meeting DOT standards
  • Safety Boots
  • ANSI Approved Eyewear standards for job required
  • Class 2 17,000V NFPA 70E Compliant Hot Gloves or Higher-class Hot Glove as required by Power Company
  • Class E Hard Hat
  • Safety Belt w Safety Strap when climbing
  • 5-point Harness with Break Away Lanyard when operating bucket or platform
  • Insulated Bucket Lift Vehicle
  • Voltage Detector (Voltec/TIC300 Pro)
  • Line Hoses or Covers (Honeywell SALCOR Straight Line Hose Rated 26.5kV)

All employees and sub-contractors to check the neutral wire on all poles (or active pole lines construction zones) and line hoses on neutral in active work area prior to and during construction to determine the electrical status of said wire. The purpose of this requirement is to mitigate risk of potentially placing said individual in live zone

Voltage Detection Action process:

Actions per findings:

  • Potential Energized Fault within Neutral wire
    • Employee immediately stands down and does not move with construction of said run
    • Employee contacts manager and provides corresponding addresses or gps coordinates to manager and declares a live wire status
    • Manager contacts power company and alerts them of live neutral wire status and removes crew (employees) from said area and diverts to a new work zone.
  • Non-Energized Neutral Wire- communication line framed closer than 26”
    • Employee places a temporary frame at 26” to 30” and lashes said cable to support wire
    • Employee contacts manager and makes him aware of temporary frame location(s)
    • Manager deploys crew the following day or same day to reframe said location to appropriate height utilizing the appropriate equipment
      • Class 2 NFPA 70E Compliant Hot Gloves with protectors (Gloves shall be field inspected and tested before each use)
    • Line Hoses or Covers shall be placed on neutral as a precaution in work area
      • Insulated Boom
    • Non-Energized Neutral Wire – communication line framed at 26” or greater from neutral.
      • Employee place frame at required distance from neutral
      • Employees follow all safety guidelines are followed yet requirement for Hot Glove with protectors and insulated boom are not required at said location.
      • Line Hoses or Covers shall be placed on neutral as a precaution in work area
    • Non-Energized Neutral Wire-communication line framed closer than 26” no temporary attachment available.
      • Employee will temp said line prior to infraction pole
      • Employee will get with manager
      • Manager will organize crew to work in conjunction with lashing crew and traffic control team
      • Both placement team and Under 26” team will work together to place fiber on said strand and place within the infraction area utilizing the appropriate equipment
        • Compliant Hot Gloves with protectors for the appropriate Voltage capacity of said line
        • Insulated Boom
        • Line Hoses or Covers shall be placed on neutral as a precaution in work area

The purpose of the activity described above is due to the complexity of working with the appropriate hot glove apparel and completing said location within a manner that allows the employee to do work in the correct manner as required by the manufacturer.

It can be very difficult to place the lashing clamps, wrap off the wire appropriately utilizing the hot glove apparel provided. However, once the lashing component of the fiber is complete, hot gloves can be used to simply raise the frame into the required location on the pole.
