A “Qualified Person,” according to the NFPA 70E, is trained and aware about the construction and operation of the equipment or the specific work style, as well as how to spot the dangers involved. These individuals must also be knowledgeable with safety precautions, personal protective equipment, insulating and shielding materials, and insulated tools and test equipment. A person might be qualified for certain standards and practices while remaining unqualified for others.

Furthermore, in order to be authorized to operate within the restricted approach of exposed electrified wires and circuit components, the individual must be trained in all of the following:

To identify exposed live portions from other elements of electric equipment, skills and procedures are required.
To calculate the nominal voltage of exposed live components, certain skills and methodologies are required.
The voltages to which the qualified employee will be exposed are represented by the minimum approach distances provided in this section.
The decision-making process is required to assess the degree and amount of the danger, as well as the personal protection equipment and work planning required to safely complete the task.

Arc Flash / NFPA 70E retraining in safety-related work practices and pertinent modifications in this standard must be done every three years.

[It should be noted that the “every three years” rule is the default. Workers must be retrained every three years at the absolute least. There are times when electrical hazard safety training is required, even if it hasn’t been three years since the last training.

If any of the following circumstances present, an employee must get further training (or retraining):

(1) Supervision or yearly inspections show the employee is not following safe work procedures.

(2) New technology, new types of equipment, or changes in processes demand the adoption of different safety-related work practices than the employee is accustomed to.

(3) The employee must apply safety-related procedures that are not normally performed during normal job tasks.

If your employees’ behaviors show that they are unsure about electrical safety, or if their jobs have changed and they now deal with electrical equipment that they did not previously work with, they will require retraining.

If your electrical equipment or processes for using that equipment have changed, the impacted staff will need to be retrained.
